你部《關于修改＜中華人民共和國外國籍船舶航行長江水域管理規定＞的請示》收悉。根據全國人民代表大會常務委員會關于批準長江南京港對外國籍船舶開放的決定，現批復如下：
一、同意你部將《中華人民共和國外國籍船舶航行長江水域管理規定》第三條修改為：“本規定所稱長江水域，是指自瀏河口下游的瀏黑屋（北緯三十一度三十分五十二秒、東經一百二十一度十八分五十四秒）與崇明島施翹河口下游的施信桿（北緯三十一度三十七分三十四秒、東經一百二十一度二十二分三十秒）聯線沿長江向上至南京港中山碼頭上端（北緯三十二度五分二十二秒、東經一百一十八度四十三分四十秒）與三十七號碼頭上端（北緯三十二度五分一秒、東經一百一十八度四十二分六秒）的聯線之間的干線水域。
本規定所稱港口，系前款所指長江水域中對外國籍船舶開放的港口。”
二、修改后的《中華人民共和國外國籍船舶航行長江水域管理規定》的第三條，由你部適時發布。

OFFICIAL REPLY OF THE STATE COUNCIL CONCERNING THE AMENDING OF THEPROVISIONS OF THE PEOPLE'S REPUBLIC OF CHINA CONCERNING THE ADMINISTRATIONOF VESSELS OF FOREIGN NATIONALITY NAVIGATING IN THE WATERS OF THE YANGTZERIVER(February 6, 1986)The Ministry of Communications:We are in receipt of your request concerning the amending of theProvisions of the People's Republic of China for the Administration ofVessels of Foreign Nationality Navigating in the Waters of the YangtzeRiver. The official reply is hereby given according to the decision of theStanding Committee of the National People's Congress concerning theapproval of opening the Nanjing Harbour on the Yangtze River to vessels offoreign nationality:1. We agree to your proposed amendment of Article 3 of the Provisions ofthe People's Republic of China for the Administration of Vessels ofForeign Nationality Navigating in the Waters of the Yangtze River: "TheYangtze River waters as mentioned in these Provisions refer to the maincourse waters west of the line between Liuheiwu in the lower reaches ofthe Liuhekou River (north latitude 31x30'52", east longitude 121x18'54")and Shixingan in the lower reaches of the Shiqiao River on the ChongmingIsland (north latitude 31x37'34" , east longitude 121x22'30") and east ofthe line between the western end of the Zhongshan Wharf in the NanjingHarbour (north latitude 32x5'22" east longitude 118x43'40") and thewestern end of No. 37 Wharf (north latitude 32x5'1", east longitude 118x42'6"). The harbours as mentioned in these Provisions refer to theharbours along the Yangtze River waters which are open to vessels offoreign nationality according to the provisions of the previousparagraph".2. The amended Article 3 of the Provisions of the People's Republic ofChina for the Administration of Vessels of Foreign Nationality Navigatingin the Waters of the Yangtze River shall be promulgated by your Ministryat an appropriate time.
